قيمة العمالة المحلية عنصر أساسي. التوظيف بلا تطوير قدرة حقيقية يُنتج رقماً هشاً عند المراجعة.The value of local labour is a core element. Hiring without building real capability produces a fragile number on review.

التوريد المحليLocal supply

الشراء من مصنّع محلي يرفع القيمة أكثر من الشراء من موزّع. الفرق يظهر في الاحتساب، ولذلك يُوثَّق المصدر.Buying from a local manufacturer raises value more than buying from a distributor. The difference shows in scoring, so the source is documented.

القدرة التصنيعيةManufacturing capability

بناء قدرة داخلية — تجميع، تصنيع، أو خدمة — هو ما يرفع المحتوى بشكل مستدام. الشراء وحده له سقف.Building internal capability — assembly, manufacturing or service — raises content sustainably. Purchasing alone has a ceiling.

الأدلةEvidence

شهادات المنشأ، عقود، سجلات رواتب، وتراخيص تصنيع. الملف غير المكتمل يُنتج احتساباً أقل من الحقيقي.Certificates of origin, contracts, payroll records and manufacturing licences. An incomplete file yields a score lower than reality.

التخطيطPlanning

المحتوى يُبنى على سنوات لا على أشهر. المنشأة التي تبدأ قبل المنافسة بشهرين لا تلحق، والتي تخطّط سنوياً تتفوق.Content is built over years, not months. An organization starting two months before a tender cannot catch up; one planning annually pulls ahead.
