القناة تُدار بعيداً عن الإدارة التي قد تكون موضوع الإبلاغ. الإدارة عبر المدير المباشر تُلغي القناة للحالات التي تخصه.The channel is run away from management that may be the subject of the report. Routing through the line manager voids the channel for cases concerning them.

السريةConfidentiality

المبلّغ يحتاج أن يعرف من يرى بلاغه. الوعد بالسرية بلا تحديد من يطّلع عليها وعد غير قابل للتحقق.The reporter needs to know who sees the report. A promise of confidentiality without specifying who has access cannot be verified.

حماية المبلّغReporter protection

الحماية تعني إجراءً عملياً ضد الانتقام، لا نصاً في سياسة. من أبلغ وتضرر لاحقاً لا يُبلّغ مرة أخرى، وسيخبر الآخرين.Protection means a practical anti-retaliation process, not a policy clause. Someone who reported and was later harmed will not report again, and will tell others.

أنواع البلاغاتReport types

لا تحصرها في الاحتيال المالي. المخالفات قد تكون في السلامة، أو البيانات، أو بيئة العمل، أو تضارب المصالح. التضييق يُفقد حالات مهمة.Do not limit it to financial fraud. Violations may concern safety, data, workplace conduct or conflicts of interest. Narrowing loses important cases.

المعالجةHandling

لكل بلاغ: استلام، تصنيف، تحقيق، قرار، وإبلاغ النتيجة للمبلّغ إن أمكن. بلاغ بلا نتيجة يُعلّم الناس أن القناة شكلية.For each report: receipt, classification, investigation, decision, and feeding the outcome back where possible. A report with no outcome teaches people the channel is cosmetic.

القياسMeasurement

قِس عدد البلاغات، وزمن الإغلاق، ونسبة ما نتج عنه إجراء. صفر بلاغات ليست علامة صحة، بل سؤال يحتاج جواباً.Measure the number of reports, closure time, and the share that led to action. Zero reports is not a health sign but a question needing an answer.
