أي بيانات تُعرّف شخصاً طبيعياً أو تجعل تعريفه ممكناً: الاسم، الهوية، الهاتف، البريد، الموقع، السجل الوظيفي، وحتى معرف الجهاز أحياناً. البيانات المجهولة تماماً ليست شخصية.Any data that identifies a natural person or makes identification possible: name, ID, phone, email, location, employment record and sometimes a device identifier. Fully anonymised data is not personal.

متى تنطبقWhen it applies

الانطباق يتعلق بمعالجة بيانات شخصية داخل المملكة أو لشخص مقيم فيها، وبعض الحالات خارجها. النشاط التجاري نفسه ليس شرطاً — قد تنطبق على منشأة غير ربحية أو تعليمية.Applicability concerns processing personal data inside the Kingdom or of persons resident in it, plus certain cases outside. Commercial activity is not the test — it can apply to a non-profit or educational entity.

الاستثناءات تحتاج تحققاًExemptions require verification

توجد حالات واستثناءات محددة في النظام ولوائحه. لا تفترض أن نشاطك خارج النطاق بلا قراءة النص الرسمي، ولا تفترض أن كل بياناتك مشمولة بالاستثناء.Specific cases and exemptions exist in the law and its regulations. Do not assume your activity is out of scope without reading the official text, and do not assume all your data falls under an exemption.

الأدوار: متحكم ومعالجRoles: controller and processor

المنشأة التي تحدد الغرض وطريقة المعالجة هي المتحكم، والتي تعالج لحساب غيرها هي المعالج. الدور يحدد المسؤوليات — وقد تكون المنشأة الاثنين في وقت واحد لأنشطة مختلفة.The entity deciding the purpose and means is the controller, and the one processing on another's behalf is the processor. The role defines obligations — and an entity can be both for different activities.

Verify current scope and details with the competent authority.
