ما يُحسَّن سريعاًWhat improves quickly

توثيق العمالة وتحسين سجلات الموردين المحليين. التحسين هنا توثيقي أكثر منه شرائياً.Documenting labour and improving local-supplier records. Improvement here is more documentary than purchasing.

ما يحتاج قراراًWhat needs a decision

تحويل جزء من المشتريات إلى موردين محليين، أو بناء قدرة داخلية بدل التعاقد الخارجي. هذا قرار استراتيجي بمقايضة تكلفة.Shifting part of purchasing to local suppliers, or building internal capability instead of outsourcing. This is a strategic decision with a cost trade-off.

الأخطاءThe errors

تقديم أرقام بلا أدلة، احتساب قيمة عقد كاملة كمحتوى محلي، وإغفال الشهادات. الثلاثة تُخفّض الدرجة عند المراجعة.Submitting figures without evidence, counting a full contract value as local content, and omitting certificates. All three lower the score on review.

الاستعدادPreparation

اجمع الأدلة أثناء التنفيذ، وابنِ ملفاً لكل بند. الملف المرتّب يجعل المراجعة قصيرة والدرجة محفوظة.Collect evidence during execution and build a file per item. An organised file makes the review short and the score protected.

الأفقThe horizon

التحسين يُقاس بالسنوات، ولذلك يُخطط له مبكراً. البدء قبل المنافسة بشهرين لا يكفي.Improvement is measured in years and therefore planned early. Starting two months before a tender is not enough.
